On my S40 (2000 model) it is easy to change; Remove the ashtray and loosen the two screws that hold it's frame in place. The screws are at the top of the frame and can be seen bellow the ashtray flap. Then remove the plastic cover between the ashtray and the gear lever. This cover accomodates the switches for heated seats and DSA, and can be removed using a small screwdriver to loosen the latches that keep it in place (three latches, one on top and two on the sides. first loosen the side latches). When you do that there is a chance that the soft cover of the gear lever is removed as well, but you can easily put it in place after replacing the lamp just by pushing it down. Now you can pul out the ahstray-lighter assembly with a twisting movement (from the bottom to the top). Remove the cable connectors of the upholstery light and the lighter. At this stage you should have the ahstray-lighter assembly in your hands and the only thing left is to replace the lamp.

A further question, I was under the impression there was back lighting on the light switch panel which includes dimmer/fog lamp switches, can you confirm yes or no please - thought the back lighting was in fact dimmer controlled
