Default ETM Issue

Hello all,

I just bought a 1999 Volvo s70 and it has a lot of symptoms regarding a failed etm/throttle body such as:
-limited rev range
-not going over 20mph
-hesitation and bad idling
-codes p1026 p1031 p1021

I have removed the throttle body and it looks original, has a white sticker on it.

Can I replace it with a used ETM with the same white sticker without programming it?

In a word, nope.

The only way to solve this is to get a new throttle body from Volvo and then have it programmed.

I have access to them for wholesale cost.
