Do you mean secondary air induction pump?
If so it is mounted under the car like right behind the front bumper.
On the front of the air box (air filter lid) there is a rubber hose that mounts to it. Follow that hose down to the pump. But usually the pumps go bad. They end up full of water and seize up.

Yes expensive!
Yes has to do with smog. It takes hot exhaust air and routes it back into the induction system. Like an EGR setup on older cars.

You can try but they all suffer the same problems.

You can get away with it for a little while.
In FLA you can throw it away and get an ECU to bypass it.
That is what I would do.
But being in NJ and knowing how picky they are (used to live there) you will end up having to replace it.

Some chip company's when they chip it they can remove the air pump from the entire system and yes it will keep the check engine light out.
