Default Steering noise - bad pump or rack?

My 1999 S70 has just started to make the most horrid noise when parking or at slow speeds when turning. Over the last year I replaced both lower control arms, tie rod ends, spring seats, strut mounts, and sway bar end links on the front suspension. Everything was working fine up to about two days ago when the car started to make a rather loud groaning noise (reminds me of the cars back in the 1970's when they were low on power steering fluid) every time I turn the steering wheel at low speeds. I checked the fluid and it was just below the line for hot in the power steering reservoir. Would the pump make this type of noise when it's going bad or the rack? No leaks.
