Question 1996 960 wagon - climate control pushing out air upon start up

Upon starting the car (cold start each morning and occasionally throughout day) either while turning the key in the ignition partway and/or all the way - there is first a few seconds where the climate control system (which is in the off position) pushes and releases a gush of air through the vents. After a few seconds this air stops coming out of the vents and you can set/adjust the climate control system to whatever setting you want. What is causing this issue, what recommendations to fix it...and any other issues this problem will trigger in terms of additional needed repairs? Thank you.

sounds like the ECC needs a few seconds to set the blower resistor to a low speed. If I recall correctly, no signal to the resistor sets it to full on...
