Default Steering Question - maybe time to call "UNCLE"

Ok, I have a 95 850 turbo wagon with about 155,000 miles. Lately I've noticed a little wandering and pulling on the highway - since I drive 3-4,000 miles per month its a problem. I checked things out last night and I think I've narrowed it down - I just don't know what it is! Where the steering rod (for lack of a better description) comes out of the steering box and goes to the tie rod, there is a plastic bendable cover - what is under that? It feels like whatever it is, is whats loose. Also is it replacable without having to replace the steering box? I've also noticed the radiator has a crack and sometimes leaks tiny amounts of antifreeze too, just another thing to replace.

After spending close to $2000 in the last 2 months on the car replacing everything, I'm thinking it might be time to call "uncle". The VW Jetta TDI's look nice! Anyone interested in a used Volvo?!

I guess that would be the inner tie rod. It is the part under the boot, just outside the steering box.

Most likely yes the inner tie rod screws into the rack then goes all the way out and the outer tie rod screws on the end of it.

The inner tie rods seem easy enough and are cheap. I'll fix this problem then tackle the radiator which is cracked and occasionally leaks but nothing major.
